Yes, two, and both are shown with their inputs rather than as a single letter. The loss-risk tier (Low to Severe) is computed from the safety rating, out-of-service rates, BASIC measures and 24-month crashes, with the factors itemised. The ISS estimate reconstructs FMCSA’s Inspection Selection System band (Inspect / Optional / Pass) from the published algorithm. Carriers without enough data are marked Unrated, never Low.
